PACrunner when compiled with --enable-libproxy provides a compatibility library that replaces the original libproxy and serves proxy configuration to clients using its API.

PACrunner is not in Arch repos. I am asking if it could be evaluated.

Ah, this isn't the way to go about it, then. If you want it, make a PKGBUILD and put it in the AUR. If it's popular and a TU or Dev has an interest in it, it will get moved.
