Detailsthe latest version of the gimp package (2.2.13-1) does not include a .desktop file which results in gnome not showing the gimp icon in the Graphics submenu.

the gimp packag does contain a .desktop file, whichs Changelog says:

that the Application part got removed due to changing standards, It seems the Gnome guys have to rewrite their menu code.
Also, the filelist on the website says there's a .desktop file in the gimp package, while you state it's missing...
I even did a 'rm ~/.local' to avoid any customizations and the gimp menu item is still there.
