I have freshly installed plasma-meta, and noticed that the cursor stly is not applied correctly.
It changes to the adwaita cursor when hovering over the window borders and on other occasions, and it seems like this might be a packaging issue.

I have found the solution here:
https://www.reddit.com/r/kde/comments/3pse8f/plasma_5_cursor_icon_changes_to_the_kde_classic/

Something needs to be done about this since a cursor being half Adwaita and half breeze will not please anyone.

Post the output of "echo $XCURSOR_THEME" and the contents of ~/.config/kdeglobals. How are you starting Plasma?

Ah sorry forgot to actually say, in "/usr/share/icons/default/index.theme" "Inherits=Adwaita" needs to be changed to "Inherits=breeze_cursors". Then it works.
I will give the rest of the required info tomorrow.

No, we will not change the default theme inherits.

If the plasma theme isn't complete and relies on breeze_cursors for fallback, it should add dependencies on that theme and specify it in inherits there. Adwaita is a fallback "if all else fails".

I have attached "kdeglobals". The output of $XCURSOR_THEME is breeze_cursors.
The values are the same no matter if I set Adwaita or breeze_cursor in /usr/share/icons/default/index.theme.

You didn't say how you're starting plasma. Does it work if you restart kwin_x11 (kwin_x11 --replace) ?
