You need to provide some kind of justification with these requests of I'm just going to close them out of hand.

Looking at Debian they have colord as recommended package.

I checked the cups source and binary package, I couldn't find a single reference to colord in the binary package. The source contains references to colord, but it connects to colord through DBus and should continue without ICC profiles if colord isn't available (it will print LOG_WARN messages though).

I don't think it's a problem to move colord to optdepends.

The motivation is to not have to install colord and its dependecies.

As jgc said, colord is not generally required for cups.
