Description:
iperf3-3.1.5-1 depends on lksctp-tools for the SCTP protocol.

Additional info:
"cat config.log | grep sctp"
You will find a missing header file "netinet/sctp.h" which is provided by lksctp-tools.

Steps to reproduce:
Server: iperf3 -s
Client: iperf3 -c 127.0.0.1 --sctp
