/usr/bin/setxkbmap -layout "us,ru" -option "grp:ctrl_shift_toggle,grp_led:scroll" -- this seems works like expected.

Yes, this is still issue:

1. does not work: /usr/bin/setxkbmap -rules xorg -model pc105 -layout us,ru -option "grp:ctrl_shift_toggle,grp_led:scroll"
2. works for me: /usr/bin/setxkbmap -layout "us,ru" -option "grp:ctrl_shift_toggle,grp_led:scroll"

You may ask first at the Xorg irc channels or search/file an upstream bug to the fdo tracker: - not sure what component might be the culprint here (App/setxkbmap or main Xorg server?)

You should also try to git bisect your bug.
