Does it work in 5.8.5?

It did work on 5.8.5. I can retest. Do you have a command I can run to downgrade relevant packages?

Any relevant error in the journal? Or from the terminal output of "plasmawindowed org.kde.plasma.networkmanagement" when trying to connect?
If this worked fine in 5.8.5 it's likely an upstream issue, there haven't been any packaging changes related to this. You can downgrade by commenting out kde-unstable in pacman.conf and running 'pacman -S plasma'
