I was just testing; it seems to work fine with every other icon theme. Breeze inherits hicolor, so it should work, but it doesn't.

It works if you make the panel larger, so the icon is certainly found. The issue is with the rescaling. Definitely not a packaging issue, either a Qt bug or a problem with the SVG itself.

Not for me. Made the panel huge and I still have no icon.

Yeah can't make it work now in a clean user, probably depends on the cache status. Anyway, this is not Arch specific [1][2], please report upstream to KDE
