Description:

The information tooltip (the CPU usage percent and the ram usage value) is not displayed when the user hovers the mouse pointer over the xfce4-systemload-plugin

Kernel: Linux 4.8.14-1-zen x86_64
Desktop Environment: XFCE version 4.12
xfce4-systemload-plugin version: 1.2.0

Steps to reproduce:

1. Install the xfce4 and xfce4-goodies packages
2. Launch the desktop session
3. Right click a panel > Select Panel > Panel Preferences
4. Select the Items tab > Select the + sign in order to add panel items
5. Search for System Load Monitor > Place it anywhere on the panel
6. Move the mouse pointer over the System Load Monitor (xfce4-systemload-plugin) that was placed on the panel

Result: The information tooltip (the CPU usage, RAM usage, SWAP usage) is not displayed when the user hovers the mouse pointer over the System Load Monitor xfce panel plugin.

Note that the tooltip is displayed if the user hovers the mouse pointer over the Network Monitor xfce plugin (for example)

Expected: Once the user hovers the mouse pointer over the xfce System Load Monitor panel plugin, a tooltip should be displayed showing the exact percentage of the CPU usage and the amount of RAM used.
