Details

Description:
During upgrade of the latest version, pacman refuses to upgrade this package due to:

error: failed to commit transaction (conflicting files)
python2-setuptools: /usr/lib/python2.7/site-packages/pkg_resources/__init__.pyc exists in filesystem
python2-setuptools: /usr/lib/python2.7/site-packages/pkg_resources/extern/__init__.pyc exists in filesystem
Errors occurred, no packages were upgraded.

Additional info:
* package version(s): python2-setuptools-1:33.0.0-1
* 4.8.13-1-ARCH #1 SMP PREEMPT x86_64

These are precompiled bytecode files, it's safe to overwrite them (or delete them before upgrading). Previous package didn't have the precompiled bytecode files so whenever you execute a python script as root that imports pkg_resources it would compile the files and store them in the conflicting place.

There's nothing in pacman that we can use to avoid this problem.
