Description:
See https://bugs.archlinux.org/task/52347 for some additional background, but the issue seems to be that plasma-nm generated OpenVPN configurations continue to use the 'tls-remote' option which causes problems with openvpn v2.4.0+.

Please update the upstream report then. Did you clean up the old configuration?

My apologies, I forgot to clean the old configuration. Correcting and reloading the configuration resolve the problem.
