Glade works fine just with gtk2 (yes some features will be unavailable).
Maybe you can create glade3 and glade3-gnome packages as was done with
postfix, postfix-mysql, postfix-pgsql

libgail-gnome isn't needed, but libgnomeui is required for the gnome plugin to function.
Furthermore, glade includes .la files in /opt/gnome/lib, these should be removed (/opt/gnome/lib/libgladeui-1.la).
The modules directory also contains .la files, please verify if glade still works without these, if not, those files should stay in.

glade is in the /opt/gnome prefix, so it's not a problem to have it depending on libgnomeui. It would be stupid to create a glade-gnome for just one library file.

It's actually more about libgnomeui. I don't have one, and I don't want to install 20 MB of useless stuff :
