Archweb currently only seems to require that a user is logged in if they wish to unflag a package that is marked out of date. Since we now have tester that also get accounts, this might not be the best solution going forward. Adding a dedicated permission that is only given to TUs/devs should solve this.

I'm not sure this is the case. I don't seem to be able to unflag packages.

Right. Looking at the group I see that I included "can change package" in the permissions of the tester group because otherwise they can't access the signoff page. I guess all that's needed is to allow users with "can add signoff" to view the page rather than those with "can change package".
