Description:

Since gnupg version 2.1.16, The gpg-agent and dirmngr support a supervised mode, which enables systemd socket activation. It also distributes systemd service and socket files for the user instance.

It might be a good idea to install them under /usr/lib/systemd/user

I'd rather they be automatically installed by upstream as part of `make install`... But I guess it's harmless to add them manually for the time being.
