I think there should be some sort of script to call a particular mirror for a major package in Arch. Mainly for sourceforge programs, it would be nice to something like $sourceforgemirror/$pkgname-$pkgver.tar.gz, that way if a sourceforge mirror goes down or gets busy, have it go to the next available mirror. Similar things for kde and gnome apps would be nice as well.

There's no need to do that, sf.net's mirror-manager already does that for you. simply have your source=() url be somthing like:
http://dl.sourceforge.net/sourceforge/$pkgname/$pkgname-$pkgver.tar.gz
instead of
http://telia.dl.sourceforge.net/sourceforge/$pkgname/$pkgname-$pkgver.tar.gz
