I was trying to build an extension (postgis) against the old version, but the header files are missing from this package.

`/opt/pgsql-9.5/bin/pg_config` includes "INCLUDEDIR = /opt/pgsql-9.5/include", but that is not included in the postgresql-old-upgrade package.

I think it might be useful to include the header files in this package, although in the case at hand I ended up just using the previous postgis package.

The point of this package is facilitate upgrades, not to build things against it.

I see, but when you also need to upgrade (custom) extensions that might involve building against it.
It should not make the package much bigger.

In what situation would an upgrade involve building an extention against the old version?
