Valve changed the way Steam communicates with controllers, which requires an update to the udev rules included in the package. [1]

I've tested the attached rules and they work well for me. I only changed GROUP="pgriffais" to TAG+="uaccess" for automatic user session detection and proper hot-plugging support.
Note that the file must be named "70-steam-controller-permission.rules", so that udev acts on the uaccess tag as expected.

In a related note the package is also missing the 60-HTC-Vive-perms.rules which is in Valve's official package. Should I open up a separate bug for this?
