FS#51777 - Pacman -Syu breaks when done after a sufficiently long gap

Description:

I upgraded pacman -Syu after a month or so and I found that python-peg2 shows up as corrupted (invalid or corrupted package (PGP signature)). I had to do pacman -S archlinux-keyring and then do pacman -Syu.

Shouldn't pacman install core packages like archlinux-keyring first and then proceed with normal packages? I think pacman itself goes through this process so shouldn't archlinux-keyring as well?

SyncFirst hasn't been a thing for years. pacman doesn't upgrade itself before other packages.
