No!
I tried again with mpv player and mesa-vdpau 13.0.0rc2-2 playing a .mpg video.
I was surprised. With mpv the video is playing correct:

[matthias@mpc Videos]$ mpv Die*
Playing: Die_Auserwaehlten.mpg
(+) Video --vid=1 (mpeg2video)
(+) Audio --aid=1 (mp2)
AO: [pulse] 48000Hz stereo 2ch s16
VO: [opengl] 704x576 => 1024x576 yuv420p
AV: 00:01:58 / 01:28:42 (2%) A-V: 0.000

But still not with vlc player:

[matthias@mpc Videos]$ vlc Die*
VLC media player 2.2.4 Weatherwax (revision 2.2.3-37-g888b7e89)
[00000000024be148] core libvlc: VLC wird mit dem Standard-Interface ausgeführt. Benutzen Sie 'cvlc', um VLC ohne Interface zu verwenden.
[00007fe9f8c512c8] avcodec decoder: Using G3DVL VDPAU Driver Shared Library version 1.0 for hardware decoding.
^C

Here a picture to give you an expression how it looks like with vlc.

With mesa-vdpau-12.0.3-2-x86_64 vlc is working correct:

[matthias@mpc Videos]$ vlc Die*
VLC media player 2.2.4 Weatherwax (revision 2.2.3-37-g888b7e89)
[000000000255a148] core libvlc: VLC wird mit dem Standard-Interface ausgeführt. Benutzen Sie 'cvlc', um VLC ohne Interface zu verwenden.
