Same bug on my system where I use the Realtek rtl8723bs driver from
https://github.com/hadess/rtl8723bs

Seems to be a problem with powersaving, I get the following kernel messages repeated over and over :
19.304565] RTL8723BS: nolinked power save enter
[ 19.082805] RTL8723BS: nolinked power save leave
while attempting to connect.

Downgrading to 1.2.5-3 fixes the issue.

Is it related to the following bug in wpa_supplicant 2.6 when using EAP?

Not sure about that, if I understand the bug message correctly it seems that the bug would make the connection fail on some specific wifi servers. In my case I can use 2.6 on a similar device with a Broadcom chip to connect to the wifi router : no problem. I had to downgrade to 2.5 only on the device with the Realtek chip.

Please bring the issue upstream (and ping me on IRC if it's really crucial to have the package downgraded).
