We served rsync for quite a long time, but on the https://www.archlinux.org/mirrors/ page it says that our server does not

The url above for http is wrong, the correct url is http://ftp.kaist.ac.kr/ArchLinux/

I've also promoted you to tier 1.

Please switch to one of the *_tier1 modules on "rsync://rsync.archlinux.org". You'll probably want "rsync://rsync.archlinux.org/ftp_tier1". Reply here once you've switched so I can close this request.

I see that you currently seem to sync every 12 hours (or your upstream doesn't sync very often). If possible please try to sync more often, like every 6 or better yet 2 hours to keep delays low for mirrors syncing from you.

If you want to sync more often than once an hour, please consider using a script like this[1] to reduce the amount of rsync traffic when there are no changes.

I switched our servers mirroring source to "rsync://rsync.archlinux.org/ftp_tier1" and increased the sync frequency.
