Description:
- Upstream don't care about forcing Windows specific behaviour on Linux, regarding the scrollbar "snapback feature", a patch was even provided. One line added in: content/renderer/webscrollbarbehavior_impl_gtkoraura.cc: return false; after the line: bool isHorizontal) {.

Steps to reproduce:
- Scroll by grabbing the scrollbar, if the pointer comes more than 138 pixels left or right from the scrollbar, the page contents change/reset to scroll origin - forcing you to keep an eye on the pointer instead of the reading material.
