Description:
I know rule of packaging is that all letters should be lower-case and no underlines, however I do believe these rules should not be applied to locale name, which has already a standard, something like zh_CN.
What's more, there are some package has "i18n" in package name(firefox-i18n-zh-cn for example), others don't (saying libreoffice-fresh-zh-CN).
I believe a standardization should be better.
Additional info:
* package version(s)
* config and/or log files etc.

Pacman will not allow underscores.

IMO, the only bug here is that libreoffice is using capital letters in it's pkgnames.

No, I see two problems here:
1, In my opinion, we should use standard writing way for locale, saying zh_CN, for i18n packages; If you don't agree, at least follow packaging rule of Arch, currently in repositories some packages have zh-cn, and others have zh_cn.
2, For every i18n package, we should use package name + locale instead of adding a "i18n" between. Saying current firefox-i18n-zh-cn, should be firefox-zh-cn.

Thanks for your time.

Ah shoot, it's the pkgver that disallows underscores, not the pkgname. My mistake.

Edit: crap, and it's hyphens that are disallowed, not underscores. I really screwed this one up.
