Memtest as packaged with the official ArchLinux distribution
image (the big one), as of version 2016.08.01, has at least
two problems:
1) It's version 5.01, which is known to be buggy: https://www.google.com/search?q=memtest+5.01+freezes 2) It's available in the boot menu only if you boot in BIOS mode; there's no entry for in in the UEFI boot menu. |

2. AFAIK, there is no UEFI version of Memtest86+. There is a version of Memtest, but I don't believe that's redistributable.
Still, the fact is that the program packaged in the ArchLinux ISO freezes on test 7 in multiprocessor mode. The latest version of MemTest86 (without the plus), 7.1, does not have that bug.
Moreover, MemTest86+ had its latest release in 2013, so it doesn't look like it's supported or developing any more.
As for the license, I found this page: http://www.memtest86.com/license.htm
It says: "MemTest86 Free Edition is free to download with no restrictions on usage"
"No restrictions on usage" sounds like you can do whatever you want.
