Description: Simple bug to reproduce.

You cannot install mate-applets-gtk3 from community-testing without adding mate-netspeed-gtk3 to IgnorePkg line in /etc/pacman.conf

This is not a bug: mate-netspeed-gtk3 is merged into mate-applets-gtk3. So you have to remove mate-netspeed-gtk3 on update, but mate-applets-gtk3 will provide the same applet.

Forget to add : I tried to install mate-gtk3 1.14.x "from scratch". No previous mate were installed. Can be annoying for "scratch" install of Mate 1.14.x.

Probably a group issue. One package in the group replaces the other, but does not provide it and both packages exist.

Indeed. I think this is the same issue for mate-system-monitor-gtk3 from community and mate-system-monitor in community-testing.

Mate 1.14.x upgrade will be a little complicated :/

Once it moves to Community and the mate-netspeed-gtk3 package no longer exists, the problem should go away.

Yes, both are in mate-extra. Once MATE 1.14 is moved into [community], I'll remove mate-netspeed-gtk3 from the repository. Until that happens, you can use the following command:
# pacman -S mate-extra --ignore mate-netspeed

So it's not a bug, we can't handle it in other way with pacman.
