If someone submits a bug report, then discovers that there wasn't really a bug, they should be able to withdraw the report. Currently it appears one can only attach an apologetic comment.

At least Manager interface doesn't allow to enable such feature (so I assume it doesn't exist).
Leaving comment is enought, and it allows to state the reason too.
