after an upgrade, this command `gpaste-client daemon-reexec`
needs to be executed in order to load the right version of the applet

This isn't possible from post_upgrade, as gpaste runs as application on a desktop, while pacman/post_upgrade runs as root on a terminal.

OK, another solution is to "teach" the user to do it or reboot
with a sentence

If we start doing that we can add such messages for every piece of desktop software. Do you think people will actually read those?
