Steps to reproduce:
After recent update the "--exclude=" option doesn't seem to be working. I used it to create a backup file daily of certain folders on my system, after update it no longer works correctly. It still adds the folders and files that I have listed as "--exclude="

Upstream is saying this isn't a bug
