Steps to reproduce:

The problem does not happen consistently. Usually simply powering off and on again will boot successfully.

Additional comments about closing:  Not Arch's bug, and certainly not a packaging bug. Reporter can continue feedback with upstream (probably not systemd, even) if this is still a problem.
