FS#49104 - Make the percentages and K/s "translatable" in the download output

Some languages like standard spanish, french, the new standard for portuguese and other have in they gidelines that the number shall to be separated from the sign (Kb/s, percentage sign, KiB, joules, etc) also the SI say it too but the actual whay that pacman print the percentages dont do this: gcc-libs-multilib-5... 12,7 MiB 1754K/s 00:07 [----------------------] 100% should be in SI complaint or those languages something like: gcc-libs-multilib-5... 12,7 MiB 1754 K/s 00:07 [--------------------] 100 % so the request is to make the speed and the remainig percentage "translatable" ot at most hable to include the space for those languages. |

I would therefore advocate to stick with a widespread, well-defined style guideline for writing quantities, such as the SI brochure, which has been adhered to before: see https://bugs.archlinux.org/task/59201. As the issue author states, the SI stipulates a whitespace between the quantity and the unit in most cases, including where the unit is the percent sign.
The formatting of the percent sign for download progress is determined by the `fill_progress` function in `src/pacman/callback.c`, as of today from cloning `https://gitlab.archlinux.org/pacman/pacman.git`. I will submit a PR for this.
