Implement an auto-add-to-notofication-list for this tracker.

..or at least hae the "Notify me whenever this task changes" checkbox to the left of "Add this task" when filing a new bug checked by default. Hopefully the owner will not uncheck it.

Hard to get feedback otherwise.
