Nope. Nothing in mkvtoolnix-gui (or mkvtoolnix-cli) is linked to libicu at all. It's likely that something that mkvtoolnix is linked to is then linked to libicu, and that's what needs rebuilt. Make sure your entire system is up to date and all AUR/foreign packages are rebuilt. You can set LD_DEBUG=files or use lddtree in the pax-utils package to help you figure out what it is.
