Details

Description:
When importing sklearn.tree in python without cblas installed gives "ImportError: libcblas.so: cannot open shared object file: No such file or directory"

Additional info:
* package version python-scikit-learn 0.17.1-1

Steps to reproduce:
0) install python-scikit-learn without cblas
1) python> import sklearn.tree
