CUPS will not respond to any requests of engaging the
printer.

Well, as far as I know so far, hosts file and permissions are NOW normal. I admit there was a problem before, but before cups was upgraded, it was able to work anyway. To be more precise, the error in my case seems to be nothing more than inability to print. The printer prepares to print, and then stops. And, it refuses to let me set the default printer.
Here is the output of a CUPS restart:
E [28/Jun/2006:16:28:09 -0700] Unable to set ACLs on root certificate "/var/run/cups/certs/0" - Operation not supported
I reinstalled the driver with Samsung's driver scripts and got this message:
CUPS_BackEnd: get-printers failed: client-error-not-found
