Over 30 minutes my Galeon session has expanded by about 10 megabytes, not including cached data (or history, cookies, etc. - I cleared them out to be sure). I'm hoping this is a Galeon thing rather than a XULRunner bug.

Browsers cache things in memory, so of course they will take up more memory after usage. Browsers also have the currently loaded pages in memory, and they take up ram too. 10mb is more than acceptable

Test out any web browser and this will occur. no bug here. if you're still concerned, file this at gnome.org, where you'll probably get the same response.
