Not really a bug. That is a GRC script. Install "gnuradio-companion" for GRC features to work.

But I think it's better to make gnuradio depend gnuradio-companion?

No, not better. When we have something split into a GUI half and a CLI half, the GUI depends on the CLI. Doing it the other way around would be rather unhelpful for everyone who doesn't need a GUI.
