Many people need to make changes to the NetBeans config file, e.g. to increase memory settings for large projects. Right now, that config file is buried somewhere ( /usr/share/netbeans/etc/netbeans.conf ) and doesn't follow conventions for where config file should be ( /etc ). I suggest we move it there, and symlink from the original location.

Thanks for reporting.

The NetBeans files are placed in weird locations, but no installation scripts (nor text file describing where files should be installed) are provided by upstream.

It also does not include a .desktop file.

The launcher script included with NetBeans (bin/netbeans in the zip file), specifically looks for netbeans.conf in "$basedir"/etc/netbeans.conf and "${userdir}"/etc/netbeans.conf. The lines where it looks for netbeans.conf in /etc/ has been commented out by them.

Please report this issue upstream to the NetBeans developers and ask them to provide an installation script and/or start looking for /etc/netbeans.conf in the bin/netbeans script, here: https://netbeans.org/community/issues.html
