Add documentation building to gnuradio. This patch does two things:
- create a new -docs package with files generated by doxygen (>100MB)
- add short documentation and better tooltips to the modules in companion gui (does not require -docs installed)

Would these be the same docs as https://gnuradio.org/doc/doxygen/ ?

It is a bit old fashioned of me, but I generally don't like packaging that sort of stuff. What is the rational for having it?

In the -docs package - yes. But that's really a side effect of what I really wanted to achieve which is the second point - in app documentation. (see the attached screenshots)

If you don't like the -docs package, you can drop it, but the included files have to be generated during the build anyway to extract the in-app help. I thought they may as well be packaged then.

Could you please consider adding the patch? Having the documentation inside gnuradio-companion would be really handy.
