The file does exist in the package, so I don't know why it is missing on your system. ImageMagick is on the list of problematic packages when .la files are stripped.

It's a bug in your commandline. See how flyspray puts the .la on the next line: there's a space between png and .la, which means that it tries to find a convertor for 'png '-files, which don't exist.
