so either texlive-bin should contain /usr/bin/pdfjam and friends or texlive-core should provide & conflict with the pdfjam package

also i’m missing the manpages. are they somewhere?

texlive-bin 2016.41290-6 and texlive-core 2016.41843-1
now have the provides the correct way.

Manpages are not provided like the rest of TeXLive documentation to avoid huge disk space usage.
