Opening octave adds a low-quality, second icon to docks. (See screenshots for details).

This is because the .desktop file (located at /usr/share/applications/www.octave.org-octave.desktop)
does not include a StartupWMClass option.

The fix is to add:
StartupWMClass=octave-gui

The desktop file comes from upstream, not from Arch. You should ask them to make this change.
