IMHO, it would be better to drop the dependency for both, since mkinitrd is part of the base install, and just stick with the warning about mkinitrd being deprecated. Or perhaps have it depend on "initrd", which both mkinitcpio and mkinitrd would provide.

in the end mkinitrd will be replaced by mkinitcpio, we don't want to force the people now to use mkinitcpio because it wasn't tested that much. Giving the ppl time to still use the old well documented one from install process and possibility to change to new one.

In that case mkinitrd users shouldn't have to install mkinitcpio.

the people who want to migrate should already do it,
in 1 month or later mkinitrd will be dropped so ppl who already made the transition don't need to worry about it anymore.
so both depends are usefull.
