Please do not sync from kaist.ac.kr. Select a tier 1 mirror from this list instead: https://www.archlinux.org/mirrors/ (Look in the tier column, there are also tier 2 mirrors).

The next rsync (of 4x daily rsync pulls) will be from ftp.tku.edu.tw.

I've added your mirror, but I get a connection timeout when trying to connect via rsync. Can you check if it works for you?
