Without konqueror xdg-open fails to open urls (regardles of default browser setting). kdebase-runtime provides kde-open
kde-cli-tools provides kde-open5
I only have kde-cli-tools (using plasma5) installed and it is working.
We can close the issue as invalid I suppose.
Sorry for false alarm and thanks for heads up!
