I think it's pointless to add notification-daemon as optional dependency to packages, because major desktop environments have an internal notification server, which cannot be replaced. Other notification servers may or may not have a D-Bus service file for activation. [1]

All applications should work even if notification server is unavailable on the system (if not, then report to upstream), so please remove notification-daemon from optdepends in the following packages:
- gajim
- ibamtray
- pidgin-libnotify
- pragha
- transmission-gtk
- udiskie
- wammu
- wicd-gtk

I disagree. Not everyone uses a large desktop environment and as an optional dependency people using such a DE are not forced to install it.

Installing notification-daemon does not ensure anything, because it needs to be autostarted manually. I think it would better to recommend users to read the wiki, then choose and configure a notification server implementation, if it's needed.

And all applications should be fully functional, if the notification server is unavailable. I think it's just an optional desktop feature.

I'm closing this task. It looks like no more developers/TUs are interested in implementing it.
