Description:
tor package doesn't remove tor user/group causing shadow.service to fail

Additional info:

* any configs/files shadow.service uses

Steps to reproduce:
Install tor. Uninstall tor, restart with shadow.service in the list. Tor user is "left over" in users/groups but the home folder in /var/lib/tor is gone causing shadow.service to fail.
