The file /usr/lib/python2.7/site-packages/reportlab-3.2.0-py2.7.egg-info/requires.txt mentions a dependency on pip. And indeed, if python2-pip is not installed, running rst2pdf (from python2-rst2pdf) results in:

pkg_resources.DistributionNotFound: The 'pip>=1.4.1' distribution was not found and is required by reportlab
