My guess is that octave has to be compiled with a specific flag? I had libsndfile installed when I found this and it wasn't working then.
You can verify that by building the package yourself (with libsndfile installed):
ABSROOT=. abs extra/octave
cd extra/octave
makepkg -si
Octave should now be installed with libsndfile support.
