Compile the attached document using:

htlatex document && biber document && htlatex document && htlatex document

With texlive-htmlxml-2014.36701-1 from [extra], the bibliography is correctly generated as part of the HTML output. However, with version 2015.36933-1 from [testing], no bibliography is generated. Instead, htlatex gives the warnings:

LaTeX Warning: Citation 'paper' on page 1 undefined on input line 17.

l.20 --- TeX4ht warning --- Problem with 'list' environment. Expected syntax: \
begin{list}{label}{spacing} \item.... \end{list} ---

LaTeX Warning: Empty bibliography on input line 19.

[1] (./document.aux)

LaTeX Warning: There were undefined references.

Package biblatex Warning: Please (re)run Biber on the file:
(biblatex) document
(biblatex) and rerun LaTeX afterwards.

But of course I can (re)run biber as many times as I want to no avail.

There seems to be a fix upstream in tex4ht:
http://svn.gnu.org.ua/viewvc/tex4ht?view=rev&revision=149

backported in TeXLive recently (21 Aug):
http://tug.org/svn/texlive?view=revision&revision=38176

It works when overwriting biblatex.4ht in the system using the new version. I need to update texlive-htmlxml.
