Description:
I have bought a Corsair SABRE RGB Mouse weeks ago. When I plug-in it into usb port, it begins to respond after 30 seconds. Then it's working properly. This is what happens (dmesg log):

Have a similar issue.
When I plug-in usb mouse kernel boot time increases on 10sec.

1. Plug-in wireless usb mouse Venix G3000. Reboot. Check kernel boot time.
2. Unplug mouse. Reboot. Check kernel boot time.

I have a Corsair K70 RGB keyboard and it produces this error message and symptoms in all Linux distributions I have used with this keyboard.

hid-generic 0003:1B1C:1B13.0009: usb_submit_urb(ctrl) failed: -1
hid-generic 0003:1B1C:1B13.0009: timeout initializing reports

The workaround i used was to add usbhid.quirks=0x1B1C:0x1B13:0x20000000 to the kernel options.
